Kai Kudou is part of an elite organization of psychics known as Ashurum. During a mission to take custody of unregistered illegal psychics in the city of Gald, Kai strays from his companions and is taken in by Yuuki Tokugawa, an odd-job man working for Ashurum's guerilla enemies. As Kai spends more time with Yuuki and his mysterious sister Asuka, he begins to question what Ashurum's purpose really is -- does he want to protect the psychics or control them? And just who -- or what -- is Asuka? Is she a psychic? Yuuki refuses to believe it, and Kai has his doubts too. As he tries to save himself and the other psychics from archenemy Ghibelline, Kai wonders if he's taken on more than he can handle.
