This is an odd manga. The plot is good (read the synopsis for details), the mystery is there, the characters are decent, the action is pretty darn great...but the manga as a whole does not come together at all.
It is mainly a problem of flow. The chapters do not flow with each other at all. You will be reading about one thing, and then suddenly you will be reading about something completely different. This is one manga where reading the extra stuff in-between the chapters is MANDATORY, or else you won't know what is going on at all.
As explained in an interview (in the first volume, I believe), the author wanted to leave much to the reader's imagination. This is fine and dandy; but in this manga, it reaches the point where so much is left to our imaginations that we have to tell a lot of the story for the author. It is just lazy writing. This is not so bad in the first volume, but it gets increasingly worse as the volumes continue. By the last volume, almost nothing makes sense anymore.
This is one of those rare times where the anime is better than the original manga (and the anime is really good; watch it). Unfortunately, the OAV only covers the first volume, and part of the second one.
This manga is rated as high as it is because all the individual elements are pretty decent; too bad the sum is far less than the parts.

This was a weird series. As little sense as this makes, very little happened and it was rushed at the same time. What did happen was somewhat hard to follow, too. I just couldn't get into it. Too much brain power required to understand something I just didn't find all that interesting in the first place. All in all, a disappointment. I woudln't bother.
